To create a File Upload field, do the following:
Go to Form builder > submission & review forms tab > Proposal/Talks Submission Form
Choose the file upload field type
Enter the extensions that you want to allow (for PDF, enter pdf in the extensions field)
Choose the submission types where you wish to display the file upload field
Click save. That's it.
