How to create a drop-down menu in top navigation bar?

Go to Website & Apps > Website Designer

Click on the Navigation tab

Create the top level menu item, if not already created, using the "Add New External Link" button on top. 

Then, edit the menu item which you want to display under a drop-down menu and select the parent menu item.

Click on Save.
